เอกอัครราชทูตยื่นภาคยานุวัติสารความตกลง Port State Measures

เมื่อวันที่ ๑๐ พฤษภาคม ๒๕๕๙ นายธนา เวสโกสิทธิ์ เอกอัครราชทูต ณ กรุงโรม พร้อมนายสมพงษ์ นิ่มเชื้อ อัครราชทูต (ฝ่ายการเกษตร) / ผู้แทนถาวรประจำองค์การอาหารและการเกษตรแห่งสหประชาชาติ (Food and Agriculture Organization – FAO) ได้เข้าพบนาย José Graziano da Silva ผู้อำนวยการใหญ่ FAO และได้ยื่นภาคยานุวัติสารเพื่อให้ไทยเข้าเป็นภาคีความตกลงว่าด้วยมาตรการของรัฐเจ้าของท่า เพื่อป้องกัน ยับยั้ง และขจัดการทำประมงผิดกฎหมาย ขาดการรายงานและไร้การควบคุมของ FAO (FAO Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing) ซึ่งถือเป็นความตกลงระหว่างประเทศที่สำคัญในการต่อต้านการทำประมงผิดกฎหมาย |
“การเข้าเป็นภาคีสมาชิกตามความตกลงรัฐเจ้าของท่าเรือดังกล่าวจะช่วยให้ไทยเพิ่มประสิทธิภาพในการตรวจสอบควบคุมเรือประมงต่างประเทศ และการป้องกันการนำเข้าสินค้าประมง IUU โดยจะสามารถเพิ่มความร่วมมือในการแลกเปลี่ยนข้อมูลข่าวสารในการต่อต้านการทำประมง IUU กับประเทศภาคีสมาชิกความตกลงได้อย่างกว้างขวางขึ้น” เอกอัครราชทูต ณ กรุงโรม กล่าว
การเข้าเป็นภาคีความตกลงของไทยแสดงให้เห็นถึงเจตจำนงของรัฐบาลในการนำมาตรฐานทางกฎหมายระหว่างประเทศมาใช้แก้ปัญหาการทำประมงผิดกฎหมาย และส่งเสริมการอนุรักษ์และใช้ทรัพยากรทางทะเลอย่างยั่งยืน โดยถือเป็นการดำเนินการที่สำคัญของรัฐบาลในการขับเคลื่อนการปฏิรูปภาคประมงไทยทั้งระบบ นอกจากนี้ การเข้าเป็นภาคีความตกลงของไทยจะช่วยสนับสนุนให้ความตกลงมีผลบังคับใช้ ซึ่งจะเป็นก้าวสำคัญของประชาคมโลกที่ได้ร่วมมือกันต่อต้านการทำประมงผิดกฎหมาย
Ambassador Presented Instrument of Accession to the Agreement on Port State Measures
10 May 2016 - Ambassador Tana Weskosith and Mr. Sompong Nimchuar, Agricultural Attaché/Minister (Agricultural) met with H.E. Mr. José Graziano da Silva, Director-General of the Food and Agriculture Organization (FAO), after the presentation of the Instrument of Accession of the Kingdom of Thailand to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) Fishing. This accession underlies the commitment of the Kingdom of Thailand to comply with the international legal standard on combating IUU fishing and to enhance the preservation and the use of the marine resources in a sustainable manner.The accession of the Kingdom of Thailand to the said Agreement would provide a critical momentum for the Agreement to enter into force, marking a major step in the international community’s join effort to combat IUU fishing.
The Royal Thai Government continues to attach high priority to advancing a comprehensive fisheries reform. Tangible progress has been achieved over the past year, especially in the overhaul of legal and policy frameworks governing Thai fisheries.
Thailand’s accession to the Agreement on Port State Measures will enhance the control over foreign-flagged fishing vessels and prevent the importation of IUU fish. It will also lead to broader and more effective cooperation between Thailand and other state Parties to the Agreement on Port State Measures on information sharing to combat IUU fishing.

10 Maggio 2016 - Ambasciatore Tana Weskosith ed il sig. Sompong Nimchuar, Attaché Agricolo /Ministro (Agricolo) hanno incontrato il sig. José Graziano da Silva, Direttore-Generale della l’Organizzazione delle Nazioni Unite per l’Alimentazione e l’Agricoltura (FAO), dopo la presentazione dello strumento di adesione del Regno di Thailandia presso sul l’Accordo sulle Misure Statale del Porto a prevenire, dissuadere ed eliminare la pesca illegale, non dichiarata e non regolamentata (INN).
